MONTHLY ASSEMBLY OF LEGAL AFFAIRS DIVISION NO. 12 / 2016

Putrajaya, 5 Disember – YBhg. Datuk Jalil Marzuki, Director General of Legal Affairs Division (BHEUU) said that year 2016 was indeed a challenging year for the country, especially in terms of economy. The Government is aware of the difficulties faced by the people who are affected by the increased cost of living, cost of goods and various other factors that burden the people.

He said that various measures have been drawn up in the Budget 2017 which was presented by the Prime Minister last October, is a people-centric budget, considering the plight of the people. He further suggested that employees of BHEUU, MdI and JBG should take advantage of the opportunities given to civil servants in the 2017 budget, namely:

  • Facility of fully paid study leave with scholarships extended to working group;
  • Public servants’ housing loans eligibility increased to between RM200,000 and RM750,000;
  • Completion of 30,000 units of 1Malaysia Civil Servants Housing (PPA1M) and others.

He said this during the Legal Affairs Division’s monthly assembly here today.

LEGAL FORUM 4U & ME SERIES 2 BY LEGAL AFFAIRS DIVISION IN COLLABORATION WITH HELP UNIVERSITY

Shah Alam, 23 November 2016  –As part of the Legal Forum 4U & Me initiative under the Legal Affairs Division, Prime Minister’s Department, the second series of Legal Forum 4U & Me with the theme “Social Media and the Community” in collaboration with the Faculty of Law and Government, HELP University was held at the HELP University Campus Subang 2 on 23 November 2016. This programme was officiated by Yang Berhormat Dato’ Razali bin Ibrahim, Deputy Minister in the Prime Minister’s Department. The Malaysian Communications and Multimedia Commission (MCMC) has also given great support to this programme and has joined hands in promoting awareness on social media to the participants who were mainly the law students and lecturers of HELP University.

In his opening speech, Yang Berhormat Dato’ Razali bin Ibrahim highlighted that the notion of freedom of speech comes together with the element of social responsibility. He elaborated that it is a person’s right to have opinions on matters whether in approval or in disagreement. However, responsibility and accountability should not be forsaken when one is exercising freedom of expression.

To further encourage intellectual thoughts on this topic, Social Media Talk was held where Dr Jaspal Kaur from the HELP University presented on “The Legal Basin of Media Rights (and Responsibilities) for the Fifth Estate: A Consideration of Established and New Principles” followed by Mr. Zulkarnain Mohd Yasin, Chief Officer Network Security and Enforcement Sector, MCMC presented on “Revisiting Freedom of Speech in the Social Media Era”. A workshop was then conducted with the law students and lecturers of the HELP University, to discuss and generate ideas on the need and necessity to regulate social media.

LEGAL FORUM 4U & ME SERIES 1 BY LEGAL AFFAIRS DIVISION IN COLLABORATION WITH INTERNATIONAL ISLAMIC UNIVERSITY MALAYSIA

Gombak, 10 November 2016  – Human rights issues are gaining place in today’s society as more people are aware of their inherent rights as human beings and accordingly the need to respect the rights of others. Realising this, the Legal Affairs Division, Prime Minister’s Department in collaboration with Ahmad Ibrahim Kulliyyah Of Laws (AIKOL), International Islamic University Malaysia (IIUM) under the Legal Forum 4U & Me initiative has organised this program with the theme “Human Rights Involving Vulnerable Groups” at the Moot Court on 10 November 2016. This programme was officiated by YBhg. Datuk Jalil bin Marzuki, Director General of Legal Affairs Division, Prime Minister’s Department on behalf of Yang Berhormat Dato’ Razali bin Ismail, Deputy Minister in the Prime Minister’s Department. This programme was attended by law lecturers and students of AIKOL as well as senior officers from Legal Affairs Division..

The programme was aimed to raise awareness especially among younger generation on the protection of rights and dignity of children, elderly citizens and physically challenged persons. Apart from that, the programme also seeks to provide a platform for young generation to discuss human rights issues in particular violations of human rights, enforcement of human rights instruments and strategies for the improvement of human rights in Malaysia.

The keynote speech entitled “Human Rights Involving Vulnerable Groups: The International Instruments and Domestic Laws of Malaysia” was delivered by YBrs. Associate Professor Dr. Nuraisyah Chua Abdullah from Universiti Teknologi MARA (UiTM). Two other forums were also conducted on the topic of “Child Sexual Abuse and Exploitation Involving Children in Malaysia” as well as “Protection of Elderly and Disabled Persons: Legal and Practical Approach” which consists of prominent panellists from the Government agencies, academia, non-governmental organisation and practitioner.

Putrajaya, 15 November 2016 – YBhg. Datuk Haini Hassan, Director General of the Legal Aid Department (LAD) in her speech, highlighted that the budget for 2017 is still upholding the concept of prudent spending. "Be Thrifty when it is a lot, save when it is little" which encourage people to spend money and resources wisely and not waste it unnecessarily.

According to Y.Bhg Datuk Haini, good financial management is the result of a prudent and efficient expenditure management which will enable organizations to run and operate smoothly and successfully. In order to achieve this, earlier planning must be done based on priority and the stipulated financial regulation.

She also stressed that any changes, addition or expansion of the activities or programs that are not in plan or deviate from the original plan, will resulted in an increased expenditure.

She hopes all employees will cooperate with the top management in ensuring the implementation of prudent spending is a success.

She was speaking at the monthly assembly BHEUU, JBG and MdI here today.

INNOVATION VISIT TO THE ENERGY COMMISSION (ST) BAHAGIAN HAL EHWAL UNDANG-UNDANG

Putrajaya, August 16 – Innovation Visit to the Energy Commission (EC) – The Diamond Building, was held on August 16, 2016. The visit was organized by the Innovation Unit. 10 participants comprising Deputy Director General (Management), Directors of Section of BHEUU and the organizing committee, attended this visit. The briefing session was presented by Madam Hamidah Abdul Rashid, Head of Administration and Facilities Management, Energy Commission. The objective of this visit is to see, to learn, and to share ideas about innovative practices in the Energy Commission.
